The reasons are pretty simple. The tankers are effectively barrels on wheels. Hauliers must remain competitive, so most tanker trucks are termed General Purpose. They transport different liquids on different days (subject to stringent cleaning certification). So, to ensure they meet most customers’ needs, they remain simple methods of transport. They have a hole in the top to fill and a valve outlet at the bottom to drain. In almost all cases, the tanker has no built-in high-level detection or vapour return facilities. The advantage of top loading is that all the sophistication required can be fitted to the loading arm.
